Public Welfare

Everyone is expected to dedicate 100 hours each year to public welfare and social affairs — this is the shared aspiration of all members of Lexcel Partners.

Legal ESG can refer to the ecosystem of Enterprise, School/Scholar/Student, and Government.
A fair, just, and caring legal environment requires the professional talent cultivated by schools through legal education, combined with the commitment of the government (including legislative bodies, regulatory agencies, and the judiciary). Through legislation and legal amendments, and with practical implementation by professionals (including lawyers, businesses, and others), a healthy legal ecosystem can be established.
Our public interest actions are founded on this belief. We aim to contribute to and invest our time and efforts in connecting enterprises, schools, and government departments, ultimately giving back to society as a whole.

Scholarship and Financial Aid Program

Each year, Lexcel Partner awards merit-based scholarships to outstanding senior undergraduate law students and graduate law students across domestic universities. Additionally, financial aid is provided to law students from economically disadvantaged families.
Through this program, we aim to encourage and assist students in need while helping them gain an early understanding of career planning and the mission of legal professionals. Our goal is to maintain long-term and sustained investment in this effort, which forms a crucial part of our public welfare initiatives.
Since the establishment of the Scholarship and Financial Aid Program 17 years ago, over 1,000 applications have been received, with more than 100 winners and a total distribution amounting to nearly NTD 5 million. This scholarship program has become one of the most applied and competitive awards for law students in Taiwan.

Advocating for Laws

We actively advocate for legal reforms through various channels and platforms, focusing on areas such as the Company Act, Enterprise Mergers and Acquisitions Act, various financial regulations, Personal Data Protection Act, protection of women’s and children’s rights, and the Attorney Act, among others.  For example, since 2021, we have been advocating to extend the statute of limitations for civil claims arising from torts against minors under the Civil Code. Under the current law, the statute of limitations for tort claims is only two years from when the claimant becomes aware of the harm and ten years from the occurrence of the harm. However, minors, due to their limited social experience, often struggle to understand the nature of offenses such as sexual assault, harassment, or other violations of children’s rights.  Additionally, considerations such as family reputation or societal pressures may deter parents or legal guardians from pursuing civil compensation in a timely manner. Consequently, when victims reach adulthood and wish to pursue claims against perpetrators, they often find themselves barred by the existing statute of limitations, infringing on their rights. To address this, we advocate for allowing victims the opportunity to decide by themselves whether to pursue claims after reaching adulthood. The draft amendment has already passed its first reading in the Legislative Yuan with joint sponsorship and is now poised for committee discussions. We remain committed to this effort and continue to work tirelessly toward its realization.

Legal Knowledge Sharing

Lexcel Partners has long collaborated with various public welfare organizations to promote legal knowledge related to women’s and children’s rights as well as social welfare.  For instance, our team has partnered with the Awakening Foundation, focusing on the general public and marginalized groups. Over the past three years, we have co-hosted more than 20 public lectures and legal knowledge-sharing sessions with the foundation. Through these initiatives, we aim to empower individuals and communities with practical legal understanding, fostering awareness and safeguarding rights for those in need.
